Really, it doesn't change much besides the number of blog points. Since they're not technically "levels," and there are some that are only available for a limited time, I'd say they're more like charms for a charm bracelet or something. Cool to have, but serve no real purpose tbh.
go to the shops tab then flames store
you don't have to buy the flames in order so if there's one you really like you can save up for it, otherwise having more flames only determines how much you can +/- blogs or how many points your blog starts out with
