the items you can buy are the expensive ones, the 1$ gifts are from gifting shops, where only the owner can buy from
if ur trying to purchase from gift shops then thats the problem, you can only purchase from regular shops

BWOOD564 when you go to the shop, the shops on the bottom that that "gift" on them, those are the gift shops, the regular ones are the shops above them without it
