I think a great way to keep toxicity off the blogs page would to get rid of the negging feature. Only plusses.
Or perhaps a daily limit to how many blogs you can neg?

blog something terrible, aggro all the negs, and then delete the blog and blog something new that’s even worse that doesn’t get negged
